The Good: AbeloHost accepts various forms of payment that includes PayPal, all major credit cards, WebMoney, AliPay, as well as cryptocurrency (without asking for ID), to name just a few. If you are looking for offshore hosting that balances privacy with professional-grade reliability, then Shinjiru deserves a second look.
The Downside: Unfortunately, they have a bit of a reputation when it comes to IP blacklisting. There are various complaints on the internet that report that newly purchased domains get flagged by companies such as Spamhaus almost immediately. In my opinion, choosing the best host depends on your own meaning of "privacy".

For actual legality: Infomaniak (Swiss) or WaveCom (Estonian).
Just a word of advice: Just because a host ignores DMCA does not mean they ignore police warrants or court orders.
