• HOW do I launch PHP on hosting on behalf of user?

I need to run php through Apache on behalf of the user, so what is the best way to do it? I know options using suphp and cgi so I don`t need those answers.

Don`t use ordinary apache, but apache-mpm-itk. This Apache is slightly more complicated to set up, but it is able to distinguish the processes of individual users. Each individual site is put in its own virtualhost, assigned to the user-defined server. What`s generated with the apache process and all of its child processes, including php-scripts will run on the user that owns the Virtualhost.

Read about apache and mod_ruid. Unlike cgi and suphp, php will work as a unit, which will have better impact on performance.
